الانتقال الديمقراطي في اسبانيا: إستراتيجية التدرج في بناء التوافقات الانتقالية

الملخص
تعتبر الحالة الاسبانية حالة تجريبية في أدبيات الانتقال الديمقراطي لذلك كانت موضوعا للكثير من البحوث التي اهتمت بتحليل مسارات الانتقال في الموجة الثالثة، وقد ساهمت هذه التجربة في تطوير عدة افتراضات وتقديم العديد من الاستنتاجات الهامة التي قد تفيد باحثي الديمقراطية وكذا صناع المراحل الانتقالية لبناء استراتيجيات انتقالية تجنب المسارات الإصلاحية الوقوع في العنف والثورات المضادة. لذلك تهدف هذه الدراسة لتقديم التجربة الاسبانية كتجربة مثالية يمكن أن تساهم في فهم ديناميكيات المراحل الانتقالية، وبناء التوافقات السياسية الضرورية والتي تنتهي بترسيخ قواعد اللعبة الديمقراطية. وقد توصلت الدراسة إلى عدة نتائج مهمة متعلقة باستراتيجيات الانتقال وبطرق التعامل مع معطيات اللحظات الانتقالية، أهم هذه الاستنتاجات متعلق بضرورة الفصل في مشاكل بناء الدولة الوطنية وبناء توافق سياسي بين النخب الانتقالية حول ضرورة احترام السقف القومي والوطني وبالتالي تحييد اللعبة السياسية عن الخلفيات الهوياتية والقومية، وتعلمنا التجربة الاسبانية ضرورة التدرج في بناء التوافقات السياسية والمراهنة على التعلم من تكرار اللعبة الانتخابية الى غاية الوصول الى ديمقراطية راسخة يحترم قواعدها جميع اللاعبين السياسيين. The Spanish case is considered an experimental case in the literature of democratic transition, so it has been the subject of much research that has been concerned with analyzing the transition paths in the third wave. This experience has contributed to developing several assumptions and presenting many important conclusions that may benefit researchers of democracy as well as the makers of transitional stages to build transitional strategies to avoid Reform paths fall into violence and counter-revolutions. Therefore, this study aims to present the Spanish experience as an ideal experience that can contribute to understanding the dynamics of the transitional stages, and building the necessary political consensus that ends in establishing the rules of the democratic game. The study reached several important conclusions related to transition strategies and ways to deal with the data of transitional moments, the most important of these conclusions related to the necessity of separating the problems of building the national state and building a political consensus among the transitional elites on the need to respect the national and national ceiling and thus neutralize the political game from identity and national backgrounds, and we learned The Spanish experience is the necessity of gradual building of political consensus and betting on learning from the repetition of the electoral game until reaching a solid democracy whose rules are respected by all political players.
