ظاهرة اللجوء البيئي في مقاربة الأمن الإنساني: دراسة في الإنعكاسات والآفاق.

الملخص
تعتبر المشكلات الناتجة عن التغير المناخي من أشد الظواهر تهديدا لأبعاد الأمن الإنساني، فوفق المقاربة الأمنية الجديدة القائمة على الإنسان كوحدة تحليل بدلا من المقاربات التقليدية القائمة على الدولة تشكل هذه الظواهر مبررات قوية للنقلة المعرفية التي أحدثتها، إذ تعبر ظاهرة اللجوء البيئي بامتياز على حجم المخاطر المهددة للإنسان في جميع تلك الأبعاد، وهي مخاطر لم يكن بالإمكان الإحاطة بها في ظل التحليلات القديمة. من خلال هذه المقاربة يمكن الخوض في آفاق ظاهرة اللجوء البيئي بالتركيز على آليات احتوائها كضرورة تحفيز الأطر التعاونية الدولية في مواجهة التحديات البيئية إلى جانب ضرورة الإعتراف بالوضعية القانونية لهذا النوع من اللاجئين. The problems resulting from climate change are among the most severe phenomena that threaten the dimensions of human security. According to the new security approach based on the human being as a unit of analysis instead of the traditional approaches based on the state these phenomena constitute strong justifications for the cognitive shift that they brought about. Where the phenomenon of environmental asylum par excellence expresses the magnitude of the risks threatening human beings in all of these dimensions. These are risks that could not be surrounded in light of the old analyses. Through this approach, it is possible to delve into the horizons of the phenomenon of environmental asylum by focusing on the mechanisms of containing its causes such as the need to stimulate international cooperative frameworks in facing environmental challenges in addition to the necessity of recognizing the legal status of this type of refugee.
