التغير المناخي ومشكلات الأطر التعاونية الدولية

الملخص
يمثل التغير المناخي أحد أكبر التحديات في السياسة العالمية نظرا لتعدد تداعياته وعدم التزامها بالحدود الدولية، لذا أدرك مختلف الفاعلين أنه لا يمكن مواجهة تهديداته إلا بحلول عالمية في إطار التعاون الدولي المتعدد الأطراف، وهو التوجه الذي تبنته هيئة الأمم المتحدة من خلال عقد مؤتمرات جامعة تعنى بوضع الآليات اللازمة للحد من تأثيرات هذه الظاهرة، غير أن نتائجها جاءت محدودة نظرا لعوامل عديدة أهمها تضارب مصالح واختلاف وجهات نظر الفاعلين، ما يتطلب مزيدا من الجهود للتأسيس لأطر تعاونية أقوى تكون كفيلة بكبح التصاعد المستمر لمخاطر التغير المناخي وتهديداته الوجودية. Abstract: The climate change represents one of the biggest challenges in global politics due to its multiple repercussions and its non-compliance with international borders. Therefore, the various actors realized that its threats could only be confronted with global solutions within the framework of multilateral international cooperation. It is the approach adopted by the United Nations by holding inclusive conferences concerned with developing the necessary mechanisms to limit the effects of this phenomenon. However, its results were limited due to many factors, the most important of which are the conflict of interests and the different viewpoints of the actors. This requires more efforts to establish stronger cooperative frameworks that are capable of curbing the continuous escalation of climate change risks and its existential threats.
