إشكالية تدويل مؤسسات التعليم العالي: تصور مقترح نحو إعادة وضع الجامعات الجزائرية في مسار المعايير العالمية

الملخص
تواجه أنظمة التعليم العالي عددًا كبيرا من التغيرات السريعة في البيئة، مما يفرض على الجامعات ضرورة مواكبة هذه التحولات في المعرفة وتكنولوجيا الاتصال، والابتكار وكذا العولمة وصولا إلى التدويل، وهو ما جعل الجامعات تسعى إلى تطوير رؤيتها مستقبلية وجعلها ذات بعد دولي، ولا يمكن تحقيق ذلك إلا من خلال تقييم دقيق وشفاف لبيئة الجامعة يسمح لها باكتساب ميزة تنافسية، ويمكنها من التموضع ضمن الترتيب الأنسب لها. في ضوء هذا الاقتراح فإن البحث الحالي يهدف إلى التعرف على الأسس النظرية لتدويل التعليم العالي، حيث اعتمد البحث على المنهج الوصفي التحليلي في تحديد متغيرات الدراسة، وتوصل الباحثين إلى صياغة مقترح يجمع بين متطلبات التدويل وضمان الجودة، مما يسمح للجامعة بتعزيز مكانتها في التصنيفين العربي والعالمي. Abstract: Higher education systems are facing a large number of rapid changes in the environment, which imposes on universities the need to keep pace with these shifts in knowledge, communication technology, innovation, as well as globalization leading to internationalization, which made universities seek to develop their future vision and make it an international dimension, and this cannot be achieved It is only through an accurate and transparent evaluation of the university environment that allows it to gain a competitive advantage, and enables it to be positioned within the most appropriate arrangement for it. In the light of this proposal, the current research aims to identify the theoretical foundations for the internationalization of higher education, as the research relied on the analytical descriptive approach in determining the variables of the study, and the researchers reached the formulation of a proposal that combines the requirements of internationalization and quality assurance, which allows the university to strengthen its position in the Arab and international rankings.
