الهجرة غير الشرعية في سياسة الجوار الأوروبية المتجددة

الملخص
شكلت ظاهرة الهجرة غير الشرعية إحدى أهم التحديات الأمنية الخطيرة في المنطقة المتوسطية، وهذا نظرا لما تخلفه من إنعكاسات سلبية على الدول المصدرة والدول المستقبلة معا، ولقد أسهمت عدة عوامل في إستفحال هذه الظاهرة خاصة بعد أحداث الربيع العربي لسنة 2011، وبما أن أوروبا تعتبر بمثابة الوجهة المفضلة لأعداد كبيرة من المهاجرين غير الشرعيين، أثار ت هذه الظاهرة مخاوف المجموعة الأوروبية وإعتبرتها كمشكل أمني كبير يهدد أمنها وإستقرارها، وعليه قامت الدول الأوروبية بإنشاء عدة مبادرات سياسية أمنية كانت سياسة الجوار الأوروبية من بين هذه المبادرات، إلا أن الظروف السياسية التي عصفت بالمنطقة خاصة العربية سرع من مراجعة هذه السياسية لتتماشى والظروف السياسية في المنطقة. الكلمات المفتاحية: الهجرة غير الشرعية-المتوسط-الإتحاد الأوروبي-سياسة الجوار الأوروبية. Abstract: The phenomenon of illegal immigration constituted one of the most serious security challenges in the Mediterranean region, due to its negative repercussions on the exporting and receiving countries together. Several factors contributed to the exacerbation of this phenomenon, especially after the events of the Arab Spring of 2011, and since Europe is considered as the destination. Favored by large numbers of illegal immigrants, this phenomenon raised the concerns of the European Community and considered it as a major security problem threatening its security and stability, and accordingly European countries established several security political initiatives, the European Neighborhood Policy was among these initiatives, but the political conditions that afflicted the region, especially the Arab Accelerate the review of this policy in line with the political conditions in the region. key words: Illegal immigration - Méditerranéen - Européen Union - Européen Neighborhood Policy.
