البلدية الإلكترونية كألية لتفعيل الإدارة الجوارية في الجزائر.

الملخص
ت تكتسي عملية رقمنه المرفق العام المحلي أهمية كبيرة، على اعتبار التغيرات الملموسة في مستويات أداء الخدمة، كفاءتها، سرعة الإستجابة، ودرجة الرضا عنها. وبناء على جدلية تقريب الإدارة من المواطن، ومتلازمة نجاح السياسات الفوقية مع مؤشرات قبولها محليا، تعتبر البلدية همزة الوصل بين الإدارة ومرتفقيها، وكنتيجة للتغيرات التي رافقت الثورة المعلوماتية، وما صاحبها من تأثيرات على أساليب تأدية المهام الإدارية على كافة المستويات، بات لزاما التوجه نحو رقمنة المرفق العام المحلي في الجزائر بما يضمن تقليص الفجوة وتحقيق التقارب بين الإدارة مقدمة الخدمة والمواطن المتلقي لها. تهدف هذه الورقة البحثية إلى استقراء الدور الذي تلعبه البلدية الإلكترونية في تقريب الإدارة من المواطن، من خلال ما تقدمه من آليات، وما تفتحه من آفاق جديدة لم تكن من قبل. توصلت الدراسة الى نتيجة عامة تؤكد حجم التأثير الذي يلعبه التحول الرقمي للبلدية في تحسين علاقة الإدارة بالمواطن، خاصة ما تضمنه الجانب الخدماتي منها. The local public utility’s digitization process is of great importance. Given the significant changes in service performance levels, efficiency, speed of response, degree of satisfaction and based on the controversy of bringing the administration closer to the citizen, and the syndrome of top-down policies success with indicators of local acceptance, the municipality is considered the linkage between the administration and its citizens. As a result of the changes that have accompanied the information revolution and the effects on the methods of performing administrative functions at all levels, it became necessary to move towards digitizing Algeria’s local public utility so as to reduce the gap and bring the administration (the service provider) closer to the recipient citizen. This paper aims to extrapolate the role played by the electronic municipality in bringing the administration closer to the citizen through the mechanisms it offers, and the new prospects it opens up. The study reached a general conclusion confirming the magnitude of the influence played by the municipality’s digital transformation in improving the relationship between the administration and the citizen, in particular what the service aspect included
