الملخص
يهدف هذا البحث الى تسليط الضوء على القانون 18-04 الذي يحدد القواعد العامة المتعلقة بالبريد والاتصالات الالكترونية، والذي من خلاله تطرقنا لبعض الصلاحيات والاختصاصات، التنظيمية والضبطية الخاصة بسلطة ضبط البريد والاتصالات الالكترونية داخل السوق في مواجهة الذهنية التنافسية بين المتعاملين الاقتصاديين من جهة ومصالح الزبون من جهة أخرى Résumé Cette recherche vise à apparaitre l’importance de la loi 18-04, qui définit les règles générales relatives au courrier et aux communications électroniques, à travers laquelle nous avons abordé quelques-uns des pouvoirs et compétences, organisationnels et règlementaire de L'Autorité de régulation de la Poste et des Communications Electroniques a l’intérieur du marche، sein du face à la mentalité concurrentielle entre les concessionnaires économiques d'une part et les intérêts des consommateurs d'autre part. This research aims to clarify the importance of Law 18-04, which defines the general rules relating to mail and electronic communications, through which we have approached some of the powers and competences, organizational and regulatory of the Authority of regulation of the Post and Electronic Communications within the market، within the face of the competitive mentality between the economic concessionaires on the one hand and the interests of the consumers on the other hand.
