الملخص
Illicit market is one in which we find all kinds of goods and services that are difficult and even impossible to trade publicly or legally. There are many commodities that are traded in this market, including but not limited to weapons, human organs, counterfeit products, and drugs that are the subject of our paper. Drugs, whether natural, manufactured or semi-manufactured, are smuggled from one country to another, from one region to another and from one continent to one continent through the smuggling process, through some countries that are classified as transit countries such as Algeria. Given the vastness of the national territory, the length of the border with the world’s largest cannabis resin producer and the sharing of borders with some Sahel countries, it has made it difficult for the Algerian narcotics services to control the situation. The purpose of this paper is to analyze the situation came from several dimensions concerning the phenomenon of drug trafficking in Algeria. إن السوق غير المشروعة هي تلك السوق التي نجد فيها كل أنواع السلع والخدمات التي يصعب، بل يستحيل الاتجار بها علنية أو بطريقة مشروعة. وهناك العديد من السلع التي يتم تداولها في هذه السوق، كالأسلحة و الأعضاء البشرية و السلع غير الأصلية، والمخدرات التي هي موضوع ورقتنا هذه. إن المخدرات سواء الطبيعية منها، أو المصنعة أو نصف المصنعة، يتم تهريبها من بلد إلى بلد ومن إقليم إلى أخر ومن قارة إلى أخرى عبر عملية التهريب، مرورا ببعض البلدان التي تم تصنيفها بدول العبور كالجزائر. ونظرا لشساعة التراب الوطني، وطول الحدود مع أكبر منتج لراتنج القنب في العالم وتقاسم الحدود مع بعض دول الساحل، جعل من صعوبة الأمر بمكان لأجهزة مكافحة المخدرات الجزائرية التحكم في الوضع. وجاءت هذه الورقة لتحليل الوضع من عدة أبعاد تخص ظاهرة تهريب المخدرات في الجزائر. Le marché illicite est le marché ou on trouve toutes sortes de biens et services, dont il est difficile et dés fois impossible de les commercialiser de manière légale. De nombreux produits sont échangés dans ce marché, entre autre, les armes, les organes humains, les produits contrefaits et les drogues qui font l'objet de notre article. Les drogues, qu'elles soient naturelles, manufacturées ou semi-manufacturées, sont introduites en contrebande d'un pays à un autre, d'une région à une autre et d'un continent à un autre par la contrebande, en passant par certains pays qui ont été classés comme pays de transit, comme l'Algérie. Compte tenu du l’immensité de territoire national, ainsi que de la longueur des frontières avec le plus grand producteur de résine de cannabis au monde et du partage des frontières avec certains pays du Sahel, il a été difficile pour les services algériens de lutte contre la drogue de contrôler la situation. Cet article a pour objectif d’analyser la situation sous plusieurs aspects concernant le phénomène du trafic de drogue en Algérie.
