الملخص
الملخص: تختلف النظم السياسية العربية في نمط حكمها على مستوى رئاسة الدولة بين أنظمة رئاسية وأنظمة ملكية, إلإ أنها تشترك في ما بينها بمجموعة منة الخصائص, أهمها أزمة الشرعية التي تشكل محورا أساسيا وسببا لكل الأزمات المجتمعية التي تواجهها, حيث أدت في نهاية المطاف إلى عجز ديمقراطي مع الاختلاف في مستوياته, وهو مايستوجب ضرورة تبني عملية الدمقرطة باعتبارها عملية تهدف إلى إحداث تغييرات جوهرية على بنية النظم السياسية وتحويلها من نظم غير ديمقراطية إلى نظم ديمقراطية فعلية, من خلال ممارسة الديمقراطية بحد ذاتها أكثر من اعتبارها عملية رمزية, خاصة في ظل المستجدات التي فرضتها الساحة الدولية والإقليمية, إلا أن الواقع أثبت أن ما تم اتخاذه من قبل النظم السياسية العربية من مظاهر الدمقرطة كالتعددية السياسية, إنشاء مؤسسات المجتمع المدني, إجراء الانتخابات...هي في مجملها شكلية لا تعبر عن القطيعة مع نظم الحكم التسلطي, لأن عملية الدمقرطة الحقيقة تتطلب الاستمرارية ضمن مسار واضح نحو المزيد من المكاسب الديمقراطية, أين تتضح فيها الممارسة الديمقراطية ( قولا وفعلا). الكلمات المفتاحية: الديمقراطية_ الممارسة الديمقراطية _ النظم السياسية العربية _ العراقيل والتحديات. Abstract : The Arab political systems differ in the kind of their rule between presidential and monarchical regimes, but they share a set of characterics, the most important one is the legitimacy crisis, which is a major axis and cause of all the societal crises they face, as it eventually led to a democratic deficit with the difference in its levels, this necessitates the adoption of the democratization process as a process aimed at bringing about fundamental changes to the structure of political systems and transforming them from non-democratic systems into actual democratic systems, through the practice of democracy in itself, more than it is a symbolical process, especially in light of the developments imposed by the international and regional arena, but the reality has proven that what has been taken by the Arab political regimes such as political pluralism, the establishment of civil society institutions, electoral processes…, it is in its entirety a formality that does not express a break with authoritarian regimes, because the real democratization process requires continuity within a clear path towards more democratic gains, where does democratic practice become clear in word and deed.
