الملخص
ملخص: يشكل الاستلاب الاداري منعرجا بزاوية حادة على الجهاز الاداري للمجتمع، فهذا الجهاز عليه اجتياز المنعرج من دون تسجيل اضرار. لكن اجتياز هذا المنعرج الخطير يحتاج لتدبير سليم و اعتبارات متعددة. ثم ان عملية الاجتياز هذه تتطلب خبرة وكفاءة كبيرتين، فقد يكون الامر مستعصيا على المبتدئين وفاقدي الاهلية والشرعية وحتى على من يملك القابلة للاستلاب. وعلى هذا الاساس حاولت الدراسة الراهنة عبر استخدامها للمنهج الوصفي صبر اغوار موضوع الاستلاب الاداري عبر التطرق لمجموعة من العناصر نعتقد قدرتها على فهم الموضوع اولا، ثم فتح نقاش علمي مستفيض بخصوصه في مرحلة لاحقة. The abstract refers to the importance of research, its problems and the most important results. Alienation is a critical turning point for administrative systems of societies who have to deal with it without damages. In fact, overcoming this serious turn requires a good management and many other factors. Experience and high skills are mainly demanded too. So, beginners, unqualified people or even those who have the ability for alienation may face up to several difficulties. Thus, this paper, adopting a descriptive approach, is tackling alienation starting with some elementary notions in order to understand the whole subject then to discuss it deeply. That it will ease the process of indexing and cross-referencing.
