الملخص

من بين الآليات المعتمدة لتطبيق القانون الدولي الإنساني نظام المستشارين القانونيين في صفوف القوات المسلحة، والأشخاص المؤهلين، وقد تم دراسة النظام الأول من حيث طريقة اختيار هؤلاء المستشارين القانونيين ودورهم أثناء السلم وأثناء الصراع المسلح، والمستوى الذي ينبغي أن يتواجــــــدوا فيه، و تجارب الدول في اعتمادهم، أما النظام الثاني المتمثل في العاملين المؤهلين فقد تم دراسة مفهومهم وأساس اعتمادهم . وعلى جميع الدول اعتماد جميع الدول لنظام المستشاريــــــن القانونييـــن في صفـــــوف القوات المسلحة، وإعطاء قيمة لقراراتهم الاستشارية المقدمة، وإنشاء معاهد خاصة لتكوين الأشخاص المؤهلين نظريا وعمليا ، وذلك من أجل تطبيق القانون الدولي الإنساني زمن الصراع المسلح على أحسن وجه ممكن. Among the mechanisms adopted for the application of international humanitarian law, we find the two systems of legal advisors in the armed forces, and qualified persons, the first system has been studied in terms of the method of selecting these legal advisors and their role during peace and during armed conflicts, and the experiences of states in their adoption, and the level at which they should be present In it, in addition to the second system, represented by qualified workers in terms of their concept and basis for their accreditation. All states must adopt the system of legal advisors in the armed forces, give value to their advisory decisions, and establish special institutes to train qualified persons in theory and practice, in order to apply international humanitarian law in times of armed conflict in the best possible way.
