الحكم الراشد والحد من الفساد المالي Good Governance And Reducing Financial Corruption

الملخص

تعتبر ظاهرة الفساد المالي من أهم التحديات التي تواجهها الدولة في تطبيقها لسياستها الاقتصادية، باعتباره العائق الأساسي للنمو الاقتصادي، و ليس هناك من شك في أن الضمان الحقيقي لحل مشكل الفساد المالي، يكمن في تداول السلطة أو المسؤوليات، حتى لا يعشش الفساد لمدة طويلة؛ كما يقتضي إصلاح الدولة أيضا منع اختلاط المال العام مع المال الخاص، وإصلاح الإدارة بما في ذلك إصلاح هيكل الأجور والرواتب وتحسين المستوي المعيشي، مما يساعد في التخلص من الفساد، وعليه لمحاربة الفساد المالي لابد من عملية إرساء قواعد الحكم الراشد وترسيخ نظم الشفافية والمساءلة في مؤسسات الدولة. لذلك من الضروري دراسة الحكم الراشد، وعلاقته بظاهرة الفساد المالي، ومعرفة السبل التي ينتهجها للحد من الظاهرة، وبالتالي، تحقيق الاستقرار الاقتصادي والتنمية المستدامة اللازمة للارتقاء بالدولة . الكلمات المفتاحية: الفساد المالي، الحكم الراشد، التنمية المستدامة، الاقتصاد الوطني، الفساد. Abstract: Think of the phenomenon of financial corruption of the most important challenges faced by the state in its application of its economic policy, as the main obstacle for economic growth, and there is no doubt that the real guarantee to solve the problem of financial corruption, lies in the commodity trading or responsibilities, so as not to nest of corruption for a long time; it also requires reform of the state and also to prevent the mixing of public money with your money, administration reform, including reform of the pay structure, salaries and improve the standard of living, which helps in getting rid of corruption, We must fight the corruption of the past must be the process of establishing the rules of governance and establish systems of transparency and accountability in state institutions. So it is necessary to study the governance, and its relationship to the phenomenon of financial corruption, and the ways in which the policy to reduce the phenomenon, and, consequently, achieve economic stability and sustainable development are necessary to improve the state. key words: Financial Corruption, Good Governance, Sustainable Development, National Economy, Corruption.
