الملخص
مما لا شك فيه أن ظاهرة "الفساد الإداري" تنشأ عادة في الأنظمة الإدارية المركزية و اللامركزية ، وقد تفشى هذا الفساد في مؤسسات الدولة سواء كانت إدارية محضة أو اقتصادية أو حتىمالية هذا من جهة، و من جهة أخرى قد ظهرت و بانت فكرة أخرى و عرفت انتشارا واسعا و ملحوظا ألا وهي " الحكم الراشد " حتى أصبح العمل على مكافحة الفساد في دولة ما يقاس بمدى ترقية و تطور الحكم الراشد بها. There is no doubt that the phenomenon of "administrative corruption" usually arises in the central and decentralized administrative systems, and this corruption has spread in the institutions of the state, whether purely administrative, economic or even financial, on the one hand, and on the other has emerged and became another idea and known The widespread and noticeable, namely, "good governance" until the work to combat corruption in a country is measured by the extent of promotion and development of good governance
