دور الجماعات المحلية في إعداد المخططات العمرانية تحقيقا للتنمية المستدامة

الملخص
الملخص التخطيط العمراني المحلي هو وثيقة تحدد بموجبها الإدارة المحلية التوجهات الأساسية للنشاط العمراني وتحدد المناطق الخاصة التي تحتاج للحماية و الحفاظ عليها كالأراضي الفلاحية ، الغابية، الأثرية...الخ للبلدية أو البلديات المعنية في إطار التنمية المستدامة، و يتجسد التخطيط المحلي بأدوات التهيئة و التعمير و المتمثلة في المخطط التوجيهي للتهيئة و التعمير و مخطط شغل الأراضي الذي يتكفل رئيس المجلس الشعبي البلدي بإعدادهما تحت سلطة و إشراف الوالي المختص إقليميا، و هذه الأدوات أساسية لتحقيق التنمية المستدامة محليا فهي في يد الجماعات المحلية وثيقة تقديرية مستقبلية للتنبؤ حيث تشمل تقدير الاحتياجات في شتى المجالات الاقتصادية والاجتماعية ..الخ. Abstract: Local urban planning is a document according to which the local administration determines the basic directions of urban activity and identifies the special areas that need protection and preservation, such as agricultural, forest, archaeological lands...etc for the concerned municipality or municipalities within the framework of sustainable development. Local planning is embodied in the tools of preparation and reconstruction represented in the scheme The directive for the preparation and reconstruction and the plot of land occupancy, which the President of the Municipal People’s Council undertakes to prepare under the authority and supervision of the regionally competent governor. These tools are essential to achieving sustainable development locally. They are in the hands of local communities, an estimated future document for forecasting, which includes an assessment of needs in various economic and social fields...etc.
