المواءمة بين ثلاثية الفقر، التنمية وحقوق الإنسان: تحدٍّ حقيقي للحوكمة التنموية الإفريقية

الملخص
ملخص: تعاني أغلب الدول الإفريقية من الفقر، وفي الكثير من الأحيان من الفقر المدقع، ويؤثر ذلك بشكل مباشر على الإنسان الإفريقي، وعلى المجتمعات الإفريقية، ويمتد تأثيره إلى المجتمع الدولي. وإذا كانت التنمية هي الوسيلة الأساسية للقضاء على الفقر والتخلف، فإن العملية التنموية في إفريقيا، وحتى تكون ناجعة، يجب أن تستهدف الإنسان الإفريقي، وأن تتم بواسطته ولأجله. وعلى الدول الإفريقية أن تبتعد عن تلك المسارات التنموية المضلّلة، المبنية على التّضحية بحقوق الإنسان بذريعة تحقيق التنمية. وعليها أن تدرك كذلك أن الإنسان هو محور العملية التنموية الفعلية الشاملة والرشيدة. وأن أي عملية تنموية لا تحترم حقوق الإنسان بشكل اللازم سيكون مآلها الفشل. لذلك فإن المواءمة ما بين ثلاثية الفقر، التنمية وحقوق الإنسان، وإن كانت تشكل تحديا حقيقيا لحوكمة التنمية في إفريقيا، إلا أنها ممكنة بل مطلوبة ولازمة. وتتحقق بضرورة تبني نهج تنموي إفريقي قائم على الحوكمة واحترام حقوق الإنسان، من أجل تحقيق حوكمة تنموية إفريقية مستدامة، للإنسان الإفريقي وبالإنسان الإفريقي. Abstract: Most African countries suffer from poverty, and in many cases extreme poverty. This position affects directly African people and African societies too, until international community. And if development process is the basic means to eradicate poverty and underdevelopment, and in order to be effective. It must be geared towards the African human being, and should be done by him and for him. African countries should get away from these misleading developmental paths, which are based on scarifying human rights allegedly for achieving development. It should also realize that the human being is the axis of the inclusive, effective and rational development process. And that any development process that does not properly respect human rights, will be doomed to failure. Therefore, harmonizing poverty, development and human rights, even when they formed a real challenge to the governance of development in Africa, is not only possible but it is required and needed. And would be achieved by the necessity of adopting an African development approach based on governance and respect for human rights, in order to achieve sustainable African development governance for the African and the African human being.
