الملخص
إن عملية الإصلاح الانتخابي التي هي أساس الإصلاح السياسي لا تتأتي إلا من خلال تدعيم الحريات الأساسية وفتح المجال أمام المشاركة السياسية لاسيما حق الانتخاب، واحترام مبدأ التداول على السلطة، دون وضع قيود حول آليات الممارسة الديمقراطية بدءا من عملية وضع القوانين الانتخابية وصولا إلى تنظيم العملية الانتخابية التي تستدعي جملة من الشروط والضمانات لتحققها. وبالنسبة للمشرع الجزائري حاول منذ بداية التحول الديمقراطي سنة 1989، أن يضع ترسانة قانونية في مجال الانتخابات بما يتلاءم البيئة السياسية والاقتصادية والاجتماعية للمجتمع الجزائري. Abstract: The electoral reform process, which is the basis of political reform, can only come through consolidating basic freedoms and opening the way for political participation, especially the right to vote, and respecting the principle of rotation of power, without setting restrictions on the mechanisms of democratic practice, starting from the process of drawing up electoral laws to organizing the electoral process. Which requires a set of conditions and guarantees to be achieved. As for the Algerian legislator, he tried, since the beginning of the democratic transition in 1989, to lay down a legal arsenal in the field of elections in a way that suits the political, economic and social environment of Algerian society.
