الحكم الراشد وبناء قدرات الإدارة المحلية الجزائرية

الملخص
الملخص: في ظل تزايد أعباء الدولة،ركزت المؤسسات الدولية على التحول نحو المحليات كاتجاه جديد في أدبيات التنمية، من منطلق اعتبار أن الإدارة المحلية هي قاعدة بناء الدولة .ومن هنا فقد أكدت الحكومة الجزائرية على ضرورة إعادة بناء وتنمية قدرات الإدارة المحلية من خلال ترسيخ آليات الحكم الراشد في إدارة الشؤون المحلية .وعليه فإن هذا البحث يهدف إلى تبيان كيفية بناء قدرات الإدارة المحلية الجزائرية في ضوء مؤشرات الحكم الراشد، ولتحليل هذا الموضوع إعتمدنا على المنهج الوصفي التحليلي لتحليل علاقة الحكم الراشد بعملية بناء القدرات المحلية في الجزائر، ومن أهم النتائج المتوصل إليها في البحث إن الإدارة المحلية الجزائرية تعاني من ضعف الأداء المحلي وعدم تحقيق أهداف التنمية المحلية، ولتجاوز هذا العقبات لابد من ترسيخ مؤشرات الحكم الراشد في إدارة الشؤون المحلية من أجل تحقيق الإستغلال العقلاني للقدرات المحلية في تحقيق الأهداف المخطط لها. Abstract : In light of the transformations taking place and the increasing burdens of the state, international institutions focused on the shift towards localities as a new trend in the development literature, on the grounds that local administration is the basis for building the state and bringing about development. Hence, the Algerian government has emphasized the need to rebuild and develop the capabilities of the local administration through the consolidation of the mechanisms of good governance in the management of local affairs. Therefore, this research aims to show how to build the capacities of the Algerian local administration in light of the indicators of good governance, and to analyze this issue we relied on the Descriptive and analytical to analyze the relationship of good governance to the process of building local capacities in Algeria, and one of the most important findings in the research is that the Algerian local administration suffers from weak local performance and the failure to achieve local development goals, and to overcome these obstacles, it is necessary to establish indicators of good governance in managing local affairs in order to Achieving the rational exploitation of local capabilities in achieving the planned objectives
