بناء وتعزيز قدرات الادارة المحلية من منظور الحوكمة -مدخل مفاهيمي-

الملخص
إطار الإهتمام بالإدارة المحلية كمحور جوهري في إحداث التنمية الشاملة، ركزت المؤسسات الدولية على التحول نحو المحليات كاتجاه جديد في أدبيات التنمية المستدامة، من منطلق اعتبار أن الإدارة المحلية أقرب إدارة للمواطن وقاعدة بناء الدولة وأساس تنفيذ السياسات العامة للدولة على المستوى المحلي. ومن هنا فقد أكدت الإتجاهات التنموية على ضرورة بناء وتعزيز قدرات الإدارة المحلية من خلال ترسيخ آليات الحوكمة : كالشفافية المساءلة، الكفاءة والفعالية، والمشاركة مع منظمات المجتمع المدني في صنع القرار وإدارة الشؤون المحلية من أجل ترشيد الأداء المحلي. Abstract : In the framework of caring for local administration as an essential axis in bringing about comprehensive development,international institutions have focused on shifting towards localities as a new direction in sustainable development literature, based on considering that local administration is the closest administration to the citizen and the basis for building the state and the basis for implementing the state's general policies at the local level. Hence,the development trends emphasized the need to build and strengthen the capabilities of the local administration through the consolidation of governance mechanisms: such as transparency, accountability,efficiency and effectiveness, and participation with civil society organizations in decision-making and management of local affairs in order to rationalize local performance.
