واقع وتحديات التوجه نحو مفهوم المرفق العام الالكتروني في الجزائر مشروع البلدية الالكترونية أنموذجا

الملخص
هدفت هذه الورقة البحثية إلى تسليط الضوء على مدى مساهمة استخدام الإدارة الالكترونية في المرفق العام بصفة عامة والبلدية بصفة خاصة في الجزائر من خلال تبني مشروع البلدية الالكترونية ودوره في تحسين خدماتها الموجهة للمواطن ومواجهة التحديات، ومدى وجود موارد بشرية قادرة على استيعاب هذه الآلية وتقبل المواطن لهذه الآلية الجديدة. وقد تم معالجة إشكالية هذا البحث باستخدام المنهج الوصفي التحليلي من خلال احصائيات حكومية. وخلصت الدراسة إلى إبراز أثر تبني مشروع البلدية الالكترونية في تحسين جودة خدمة البلدية للمواطن من خلال التخلص من الحضور البدني لمقرات البلدية والبيروقراطية والمحاباة والاعتماد على مبدأ المساواة لإعادة الثقة بين المواطن والإدارة. cet article visait à faire le point sur l'apport de l'utilisation de la mangement électronique dans le service public en général et en particulier dans la commune en algérie à travers l'adoption du projet de la commune et son rôle pour améliorer les services offerts aux citoyens et la disponibilité des ressources humaines capables faire face à ce mécanisme et à son acceptation de la part du citoyen. le problème de la recherche a été traité en utilisant la méthode descriptive et analytique au moyen des statistiques gouvernementales. l'étude a conclu en révélant l'impact de l'adoption du projet de municipalité électronique sur l'amélioration de la qualité de service de la municipalité au citoyen en éliminant la présence physique sur les sites de la municipalité, la bureaucratie, le favoritisme et en s'appuyant sur le principe d'égalité pour restaurer la confiance entre le citoyen et l'administration . this paper aimed to review the contribution of using electronic management in the public utility in general and in particular the municipality in algeria through adopting the municipality project and its role to improve the services offered to the citizens and the availability of the human resources which are able to deal with this mechanism and the acceptance of it from the part of the citizen. the research problem has been dealt with by using the descriptive and analytical method through government statistics. the study concluded by revealing the impact of adopting the electronic municipality project in improving the municipality’s quality service to the citizen by eliminating the physical presence on the municipality’s sites, bureaucracy , favoritism, and depending on equality principle to rebuild confidence between the citizen and the administration.
