الملخص

إن تهيئة الإقليم نظام خاص تسترشد به الدولة في تنظيم العلاقة بين أقاليمها لتحقيق تكافؤ الفرص لكل إقليم ، لذا فإن الرقابة الإدارية العمرانية تعد من أصعب العمليات بسبب ديناميكية الظاهرة و الإمكانيات الإدارية الضخمة التي يحتاجها جهاز المراقبة سواء أكانت رقابة قبلية أو أنها رقابة بعدية ، و رغم ذلك تبقى كحاجة ضرورية لضمان إلزامية القانون و توقيع الجزاء على المخالفين ، ولا خلاف أن تكريس الرقابة الإدارية لمختلف الأجهزة تعد كضرورة في تفعيل و حماية التهيئة و التعمير باختلاف جميع الوسائل سواء أكانت تنظيمية أو رقابية . the developpent of the province is a specific system which led the governement to the organisation of the relationships between its provinces to realise the equivalence of opportunities of these provinces ;because of that the administrative controls considered as the most difficult mission since of the dynamic hypothesis and the huge capacities needed from the control system, and despite all that it stays important to garant the existence of laws and the punishment of the criminals also the administrative control of different systems is important in protecting the province by different ways whether it is in terms of organisation or in terms of controlling,
