الإستثمار التعليمي في رأس المال البشري كمدخل استراتيجي لتحسين جودة التعليم العالي في ظل اقتصاد المعرفة- دراسة حالة بعض الجامعات الجزائرية

الملخص
تهدف هذه الدراسة إلى إبراز المنهج القائم على تحسين جودة التعليم العالي وربط الجامعة بالمحيط الإقتصادي والنسيج الصناعي، فالجامعة الجزائرية تسعى نحو تحسين صورتها لعملائها المحليين والمجتمع، كما تسعى للتقدم في التصنيف العالمي للجامعات، وبالتالي أصبحت في حاجة ماسة لاختبار المجهودات المبذولة وتبرير التمويل الهائل لهذا القطاع خاصة حجم المنشآت التابعة له. ولتحقيق أهداف هذه الدراسة قامت الباحثة بتصميم استمارة استبيان تم توزيعها على أعضاء الهيئة التدريسية على اختلاف درجاتها العلمية والمهنية، لعينة مكونة من (465) أستاذ شملتها الدراسة الميدانية للبحث، حيث توصلت نتائج تحليل استمارة الاستبيان من خلال برنامج التحليل الإحصائي (SPSS)؛ إلى جملة من النتائج المرتبطة بالجامعة الجزائرية أهمها ما يتعلق باختبار الفرضيات، والتي تؤكد على وجود دور للإستثمار التعليمي في رأس المال البشري في تحسين جودة التعليم العالي من خلال كل من: جودة البرامج والمناهج التعليمية، القيادة الإدارية ذات الرؤية الإستراتيجة التي تعكس جودة الأداء الجامعي، جودة المكتبة ومصادر المعلومات التعليمية، السمعة والإنتاجية العلمية لأعضاء هيئة التدريس. This paper aims to display the role of the university in embracing knowledge assets and to activate and maintain them, through the mechanisms of investment in human capital, while clarifying the essential aspects to be developed in intellectual assets. Results of the study showed that the university is committed to its decisions and long-term responsibilities to convert human capital (credits) to results (flow).This study aims to show the approach of improving the quality of higher studies, and linking the university with the economic and industrial environment. The Algerian university seeks to improve its picture towards its internal customers and Community also to progress in the world ranking of universities. To achieve the objectives of this study, the researcher designed and distributed a questionnaire to faculty members with various academic and professional degrees, directed to a sample of (465) Professor, the analysis results of questionnaire was found throughout the statistical analysis (SPSS), that lead to certain number of results associated with the Algerian university, especially as regards the tests of hypotheses. These confirm the existence of the role of investment in human capital to improve the quality of higher studies through: the quality of educational programs, Administrative Leadership with a strategic vision which reflects the quality of university performance, the quality of the library and the information sources, Reputation and scientific productivity of faculty members.
