الملخص
: يعدّ فتح قطاع السّمعي البصري في الجزائر موضوعًا غير جديد؛حيث أنّ بروزه كتصوّر يعود إلى سنوات التسعينات .إذ يعتبر العديد من الملاحظين أنّ التأخر في فتح هذا القطاع كان سببه الأساسي الظروف القاسية التي عايشتها الجزائر تلك الفترة ،وفي إطار تطبيق الاصلاحات السياسية منذ 2011 وعلى اعتبار أهميّة القطاع وحساسيته كان لابد من تدعيمه بقواعد قانونية تساعد على تحريره وحمايته من أي انحرافات .حيث يبحث هذا المقال في ظروف وإشكاليات انفتاح الجزائر على قطاع السّمعي البصري وفتحه أمام الخواص من خلال قراءة معمّقة لقانون تنظيم النشاط السمعي البصري 14-04. Abstract : The opening of the audiovisual sector in Algeria is considered a non-new topic, as its emergence as a perception dates back to the Nineties. Many observers consider that the delay in opening this sector was mainly due to the harsh conditions experienced by Algeria during that period, and in the context of implementing political reforms since 2011 ,and on considering the importance and sensitivity of the sector, It had to be supported by the legal rules that help to free it and protect it from any deviations. This article examines the conditions and problems of Algeria's openness to the audiovisual sector and its openness private sector through an in-depth reading of the law regulating audiovisual activity 14-04.
