التمثيل الدبلوماسي الهولندي في المغرب خلال القرن التاسع عشر

الملخص
الملخص: ارتبط المغرب بعلاقات دبلوماسية قديمة مع هولندة تعود جذورها إلى أواخر القرن السادس عشر، غير أن هذه العلاقات شهدت منذ تلك الفترة وإلى غاية القرن التاسع عشر مَدًّا وجَزْراً تبعاً للتقلبات الدولية، ولمواقف ملوك هولندة تجاه سياسة السلاطين المغاربة. لقد سخًّرت هولندة خلال القرن التاسع عشر ومطلع القرن العشرين عدداً من الدبلوماسيين من جنسيات أوروبية مختلفة ومن التجار اليهود ممن توفرت فيهم المؤهلات الشخصية والمعرفية لتمثيلها في المغرب تمثيلاً معتبراً تَضْمَن به حماية مصالحها الاقتصادية، ومصالح تُـجَّارها ورعاياها، ثم مصالح مَـحْمِيِّيها من المغاربة. ومن هؤلاء الدبلوماسيين الذين نجد لهم صدى واسعاً في الوثائق الهولندية، وكان لهم حضور ملموس في تعزيز العلاقات المغربية الهولندية خلال الفترة المذكورة يمكن أن نذكر منهم على سبيل المثال لا الحصر القناصلة: كارلوس نيسن (Carlos Neissen)، أكوسْطُ جُونْ فْرِيسِينِط (Augusto John Freycinet)، البريطاني جون دراموند هاي (John Drummond Hay)، السويدي إلياس كاسيل (Elias Cassel)، الألماني فون بوشة (Von Pucha)، وكراف فون طاطنباخ (Graaf Von Tattenbach)، وفريدريش فون منتسينكن (Friedrich von Mentzingen)، فضلاً عن بعض الأسر اليهودية التي لعبت دوراً دبلوماسياً بارزاً في توطيد العلاقات بين البلدين كأسرتَـي مقنين وبن دلاك. Abstractc: Morocco had been associated with ancient diplomatic relations with the Netherlands, whose roots date back to the late sixteenth century. However, these relations have since then and until the nineteenth century witnessed a tides of changes due to international fluctuations and the positions of the Dutch kings vis-à-vis Moroccan sultans’ policies. During the 19th and early 20th centuries, the Netherlands made use of a number of diplomats from different European nationalities and from Jewish merchants who had the personal and cognitive qualifications to represent them in Morocco, ensuring their economic interests, the interests of their merchants and nationals, and the interests of their protectors from the Moroccans. Among these diplomats, who have a great deal of resonance in the Dutch documents, and who had a significant presence in the strengthening of the Moroccan-Dutch relations during the period mentioned, we can mention, among other things, the following: diplomats: Carlos Neissen, Augusto John Freycinet, John Drummond Hay, Elias Cassel, Von Pucha, Graaf Von Tattenbach, Friedrich von Mentzingen, and some jewish families Which have played a prominent diplomatic role in consolidating relations between the two countries particularly, the families of Maqnin and Bendelac.
