الملخص
تتناول هذه الورقة البحثية بالدراسة والتحليل مفهوم نظام الإنذار المبكر وآليات عمله باعتباره من الأدوات المستحدثة في التنبؤ بالأزمات المالية، كما أن تداعيات هذه الأزمات وانعكاساتها بالإضافة إلى التكاليف المالية الضخمة المترتبة عنها، أدى بالمنظمات الاقتصادية والمالية الدولية وصناع القرار إلى العمل على تطوير مؤشرات نظام إنذار مبكر تضم متغيرات اقتصادية مالية ونقدية تكون قادرة على التنبؤ بالأزمات المالية قبل وقوعها وبالتالي الحد من تأثيراتها. Abstract: In this paper we address with study and analysis of the concept of the early warning system and his mechanisms of work, because became one of the tools to predict the financial crisis, the consequences of this crisis and its implications and the huge financial costs for these crises, has led international organizations economic and financial and decision - makers to work on the development of indicators an early warning system includes fiscal and monetary and economic variables to be able to predict financial crises before they occur and thereby reduce their effects.
