الملخص : بعد كل مبادرات التطوير البرلماني التي عرفتها الجزائر ، والتي جاءت نتيجة ضغوط سياسية داخلية وخارجية ، فإن الإصلاحات التي جاءت بعد الحراك الشعبي وتجسدت في التعديل الدستوري الذي أقره الشعب في الفاتح من نوفمبر 2020 توفرت لها شروط بناء مؤسسة تشريعية وفق متطلبات الحكامة بعيدا عن ممارسات السلطة التنفيذية التي تسعى دوما لتكريس هيمنتها على السلطة التشريعية. وفي هذا الإطار تم تكريس استقلالية البرلمان عن السلطة التنفيذية وتعزيز الآليات التشريعية والرقابية وتوفير شروط نزاهة الانتخابات وضمان تمثيل كل الفئات في قوائم الترشح للانتخابات التشريعية وإنشاء قناة تلفزيونية مختصة في الإعلام البرلماني. Absract : After all the parliamentary development initiatives that Algeria has known, which came as a result of internal and external political pressures, the reforms that came after the popular movement and were envied in the constitutional amendment approved by the people on the 1st of November 2020, provided the conditions for building a legislative institution in accordance with the requirements of governance away from the practices of the executive authority. which always seeks to consolidate its hegemony over the legislative power. In this context, Parliament's independence from the executive authority has been enshrined, legislative and oversight mechanisms have been strengthened, elections integrity conditions have been provided, all groups are represented in the legislative elections' candidacy lists, and a television channel specialized in parliamentary media has been established.
