الملخص
الملخص تتناول الدراسة مكانة المجتمع المدني في عملية الإصلاح السياسي التي باشرتها الجزائر بعد الحراك الشعبي الذي انطلق يوم 20 فبراير 2019 ، سواء في ما يتعلق بالإطار القانوني وخاصة التعديل الدستوري لسنة 2020 أو مساهمة هذه التنظيمات في مختلف الاستحقاقات السياسية ، من أجل تقديم اقتراحات علمية وعملية لكيفية مشاركة المواطنين في اتخاذ القرار وتسيير الشؤون العمومية . واعتمدت الدراسة منهج دراسة الحالة مستعينة بالاقتراب القانوني ، وقد توصلت إلى النتائج التالية : مكنت الإصلاحات السياسية المجتمع المدني من كل الشروط الضرورية التي تجعله يمثل المواطنين ويتكفل بانشغالاتهم .ورغم أن الاستفتاء الدستوري لسنة 2020 وضع الإطار القانوني الذي يمكنه من المشاركة في تسيير الشؤون العمومية إلا أنه يحتاج إلى إصدار النصوص التنظيمية الكفيلة بتحقيق هذا المسعى . Absract : The study deals with the status of civil society in the process of political reform that Algeria initiated after the popular movement that began on February 20, 2019. Whether with regard to the legal framework, especially the constitutional amendment of 2020 or The contribution of these organizations to the various political benefits, in order to provide scientific and practical suggestions for how citizens participate in decision-making and management public affairs. The study adopted the case study approach, using the approach law, and reached the following conclusions: Political reforms have provided civil society with all the necessary conditions that make it represent citizens and take care of their concerns by participating in the conduct of public affairs. Although the constitutional referendum of 2020 established the legal framework that enables it to participate in the conduct of public affairs, it needs to issue regulatory texts to ensure the realization of this endeavor.
