الملخص

لقد عملت الجزائر على عدة إصلاحات في المجال الإداري للتكيف مع المتطلبات الراهنة في مجال الرقمنة وتخفيف الإجراءات الإدارية،وذلك من خلال التحول من الإدارة التقليدية إلى الإدارة الرقمية، سعيا منها إلى تحسين جودة الخدمة العمومية المقدمة للمواطن من جهة،ورفع العوائق البيرقراطية من جهة أخرى. ومن هذا المنطلق باشرت وزارة الداخلية و الجماعات المحلية في الجزائر بمجموعة إصلاحات لرقمنة مختلف مصالح البلدية لتعزيز العلاقة بين الإدارة و المواطن واتخذت في ذلك مجموعة من الأساليب منها رقمنة مصالح الحالة المدنية و البيومترية وكذا الصفقات العمومية أين سنتطرق إليها بالتفصيل في هاته الدراسة مع الإشارة إلى آفاق و تحديات تجسيد مشروع البلدية الرقمية . Algeria has worked on several reforms in the administrative field to adapt to the current requirements in the field of digitization and reduce administrative procedures, through the shift from traditional administration to digital administration, seeking to improve the quality of public service provided to citizens on the one hand, and remove bureaucratic obstacles on the other hand. From this standpoint, the Ministry of the Interior and local communities in Algeria initiated a set of reforms to digitize various municipal interests to strengthen the relationship between the administration and the citizen. In doing so, it adopted a set of methods, including the digitization of civil status and biometric services, as well as public transactions. We will discuss them in detail in this study, with reference to the prospects for... And the challenges of implementing the digital municipality project.
