حوكمة الهجرة في الجزائر( قراءة في السياسة الجزائرية للتكفل بالمهاجرين واللاجئين)

الملخص
تقدم هذه المساهمة العلمية مقاربة جديدة لتحليل سياسات الهجرة والجهود الرامية إلى التحكم في دينامياتها في الجزائر، باعتبارها بلداً مستقبلاً ومرسلاً للمهاجرين واللاجئين. وتهدف الدراسة إلى إبراز توجه السياسات الجزائرية إلى تبني استراتيجية حوكمة ملف الهجرة غير النظامية واللجوء باعتبارها مقاربة لتنظيم المجتمع وتسيير التدفقات المالية والسلعية والبشرية، وكذلك تطوير أساليب الحياة. تقوم حوكمة الهجرة في الجزائر على التوجه نحو إشراك الهيئات الدولية في تنظيمها وبالأخص المفوضية الأممية لشؤون اللاجئين. وقد خطت الجزائر خطوات مهمة نحو توطين المعايير والمؤشرات المسطرة من طرف المنظمة الدولية للهجرة المتمثلة في ضمان حقوق المهاجرين ومعاملتهم بأمان وكرامة وتوفير القدر اللازم من الرفاهية السوسيو-اقتصادية لهم. إلتزمت الجزائر بالتكفل باللاجئين الصحراويين والسوريين والأفارقة، كتوفير الغذاء والمأوى والحماية والرعاية الصحية واستكمال المسارات التعليمية للاجئين. وكذلك التوجه نحو العمل المشترك والفعال في مجال تنظيم الهجرة من خلال تقاسم بعض الأدوار مع جمعيات ومؤسسات الهجرة الدولية والمحلية. This scholarly contribution presents a new approach to the analysis of migration policies and efforts to control its dynamics in Algeria, as a receiving and sending country for migrants and refugees. The study aims to highlight the orientation of the Algerian policies towards adopting a strategy for the governance of the file of irregular migration and asylum as an approach to the organization of society and the conduct of financial, commodity and human flows, as well as the development of lifestyles. Migration governance in Algeria is based on the tendency to involve international bodies in organizing it, especially the United Nations High Commissioner for Refugees. Algeria has taken important steps towards the localization of the standards and indicators set by the International Organization for Migration, represented in guaranteeing the rights of migrants, treating them in safety and dignity, and providing them with the necessary amount of socio-economic well-being. Algeria has committed itself to sponsoring the Sahrawi, Syrian and African refugees, such as providing food, shelter, protection, health care, and completing educational paths for refugees, as well as moving towards joint and effective work in the field of organizing migration by sharing some roles with international and local migration associations and institutions.
