الملخص
تتناول هذه الورقة البحثية موضوع التكامل بين المؤسسات العلمية التي تعتبر أهمّ مؤسسات النخبة في المجتمع وعلاقتها بالمحيط الذي يعدّ مكمّلا أساسيا لعملية الوعي الحاصل بين أفراد المجتمع وعمليات التطوّر التكنولوجي، الجامعة بما لديها من كفاءات وأطر وقدرات فعالة هي تساهم في بناء المجتمع، لذلك وجب أن تهيأ لها كل الوسائل المادية والمعنوية لتحيا وتنمو وتزدهر وتتكيّف مع التغيرات العالمية. فالتعليم الجامعي هو الرصيد الاستراتيجي لأس مجتمع الذي يلبّي احتياجاته من الكوادر البشرية للنهوض بأعباء التنمية وما يوفره من رؤية علمية وفنية حول القضايا المتعلقة بكافة مجالات العمل الوطني، فهو يسهم في نشر المعرفة لإيجاد حلول المشكلات الاجتماعية، لذلك كان التعليم الجامعي ضرورة عصرية تساير، الركب الحضاري وهو بمثابة الطليعة التي تنهض بالمنظومة التربوية والمجتمعية ككل لذا وجب دمجها تكامليا بين الجامعة والمحيط للوصول إلى أرقى المجتمعات. This paper addresses the topic of complementarity between scientific institutions that are the most important institutions of society and their relationship to the ocean, which is an essential complement to the process of awareness among members of society and the processes of technological development UNU, with its competencies, frameworks and effective capabilities, contributes to building society, It must therefore be equipped with all material and moral means to live, grow, prosper and adapt to global changes. University education is the strategic asset of a society that meets its needs of human resources to advance the burden of development and provides a scientific and technical vision on issues related to all areas of national action It contributes to the dissemination of knowledge to find solutions to social problems, so university education was a modern necessity. s education and society as a whole, and it must be integrated between the university and the periphery in order to reach the most prestigious societies.
