العراق في مؤشرات الرخاء العالمي

الملخص
يتمثل الرخاء العالمي في ثلاث "مؤشرات" أو مجالات ضرورية للازدهار، ولكل منها(أربع) مؤشرات فرعية وبإجمالي(12) مؤشر ومنها(المجتمعات الشاملة:الأمن والأمان- الحرية الشخصية– الحوكمة- رأس المال الاجتماعي) و(الاقتصاد المفتوح: بيئة الاستثمار- شروط المؤسسة-الجودة الاقتصادية-البنية التحتية والوصول الى الأسواق) و(تمكين الأفراد: الظروف المعيشية- الصحة- التعليم- إخفاء البيئة الطبيعية. بالنسبة الى مركز العراق كأجمالي، فقد شهد تذبذبا" بين التدهور في(2016 و2018) والتقدم على نحو طفيف في(2017 و2019 و2020) لمعوقات عدة(وقوعه ضمن الدول ذات التهديد المرتفع للسلام/ ضعف كل من سيادة القانون وكفاءة الحكومة/ زيادة درجة الانفتاح التجاري/التراجع ضمن دليل التنمية البشرية،،الخ.)، وتوصلت الدراسة الى نتائج أهمها( بناء أمن مجتمعي يحقق الاستقرار/الاعتماد على الحوكمة كأساس في إدارة مؤسسات الدولة/ دعم القطاع الخاص/ تحسين مركز الدولة في مؤشر ضمان الاستثمار،،الخ.). Global prosperity is represented by three “indicators” or areas that are essential for prosperity. Each of them has (four) sub-indices, with a total of (12) indicators, including (inclusive societies : security and safety - personal freedom - governance - social capital),(open economy: investment environment - institutional conditions - economic quality - infrastructure and market access)(empowering individuals: living conditions - health - education - hiding the natural environment . With regard to the status of Iraq as a whole, it witnessed fluctuation between deterioration in (2016 and 2018)and slight progress in (2017, 2019 and 2020).Due to several obstacles (its location among countries with a high threat to peace / weakness of both the rule of law and government efficiency / increased degree of trade openness / decline in the Human Development Index, etc.),.The study reached to the most important results which are:(building societal security that achieves stability/relying on governance as a basis for managing state institutions/supporting the private sector/improving the state’s position in the investment guarantee index, etc.)
