مقاربة منظمة الاّمم المتحدة للحد من الفقر العالمي.

الملخص
مـلخـص إن ظاهرة الفقر هي ظاهرة عالمية لا تحدها حدود وطنية رغم الاختلاف في حدتها و مضمونها من دولة لأخرى، و لذلك عملت المنظمة الدولية و هي منظمة الأمم المتحدة على الاهتمام بهذه الظاهرة و ساهمت بشكل كبير في الحد من هذه الظاهرة و ذلك من خلال اعتماد مقاربة تهدف على تبني العديد من الاستراتيجيات العالمية التي أخرجت مفهوم الفقر من مفهومه الضيق الذي كان مُعتمدا في السابق إلى مفهوم أوسع، إضافة إلى أنها رأت أن الحد من الفقر لا يعني الاهتمام بجانب الدخل للأفراد فقط أو بالجانب الاقتصادي لأية دولة، و إنما تعداه ذلك إلى الاهتمام بأبعاد مختلفة، إضافة إلى تبني العديد من المبادرات العالمية ساهمت بشكل كبير في الحد من تلك الظاهرة على المستوى العالمي.و لقد جاءت هذه الدراسة للتوصل الى العديد من الأهداف أهمها التعرف على مفهوم الفقر المتعدد الأبعاد، التعرف على المقاربة التي اعتمدتها الأمم المتحدة في التوسيع من ذلك المفهوم و في الحد منه على المستوى العالمي، و مدى تأثيره على حقوق الإنسان و التنمية. لذا الإشكالية التي يمكن طرحها هنا هي: ما هي مرتكزات المقاربة التي اعتمدتها منظمة الأمم المتحدة للحد من الفقر العالمي؟ Résumé Le phénomène de la pauvreté est un phénomène mondial qui n'est pas bordé par les frontières nationales, malgré la différence de gravité et de contenu d'un pays à l'autre. C'est pourquoi l'organisation internationale, qui est l'Organisation des Nations Unies, a œuvré pour prendre en charge ce phénomène et a largement contribué à le réduire, en adoptant une approche qui vise à En ce qui concerne l'adoption de nombreuses stratégies mondiales qui ont retiré le concept de pauvreté de son concept étroit qui avait été précédemment adopté à un concept plus large, en plus de cela, il a constaté que la réduction de la pauvreté ne signifie pas une attention uniquement au revenu des individus ou à l'aspect économique de tout pays, mais qu'elle transcende l'intérêt pour les dimensions Divers, outre l'adoption de nombreuses initiatives mondiales, qui ont grandement contribué à réduire ce phénomène au niveau mondial.Et cette étude a atteint de nombreux objectifs, dont le plus important est l'identification du concept de pauvreté multidimensionnelle, l'identification de l'approche adoptée par les Nations Unies pour l'élargir à ce concept et la réduire au niveau mondial, et l'étendue de son impact sur les droits de l'homme et le développement. Le problème qui peut être présenté ici est donc: quels sont les fondements de l'approche adoptée par les Nations Unies pour réduire la pauvreté dans le monde? Abstract The phenomenon of poverty is a global phenomenon that is not bordered by national borders, despite the difference in its severity and its content from one country to another. Therefore, the international organization, the United Nations Organization, worked to take care of this phenomenon, and contributed greatly to reducing this phenomenon, by adopting an approach It relies on adopting many global strategies that have removed the concept of poverty from its narrow concept that was previously adopted to a broader concept, in addition to seeing that reducing poverty does not mean interest in the side of income only for individuals or the economic aspect of any country, but rather exceeds it to interest In various dimensions, in addition to the adoption of global initiatives have contributed greatly to reducing this phenomenon at the global level. And this study came to reach many goals, the most important of which is the identification of the concept of multidimensional poverty, the identification of the approach adopted by the United Nations in expanding from that concept and in reducing it at the global level, and the extent of its impact on human rights and development. So the problem that can be presented here is: What are the foundations of the approach adopted by the United Nations to reduce global poverty?
