الملخص
إن الطبيعة الديناميكية و الحركية التي تتميز بها العلاقات الدولية ،جعلت من مفهوم الأمن متغير و يصعب على المفكرين و المؤلفين ضبطه و تحديد معالمه بدقة ، لهذا تعددت المقاربات و النظريات التي تسعى كل منها إلى وضع مفهوم للأمن بمنهج يتماشى مع الظروف التي ظهرت فيها تلك المقاربة أو النظرية ،و بالتناسب مع طبيعة التهديدات السائدة في تلك الفترة،كما أن ذلك المفهوم يكون مساير لتصور المفكر الواضع له،هذا الأخير الذي يبني أفكاره متأثرا بكل تلك الظروف و التهديدات السائدة في بيئته هذا من جهة ،من جهة ثانية و هنا لا دخل لتصور المفكرين ،و هو تغير الفواعل على المستوى الدولي و تغير التهديدات التي تعترضها . Abstract: The dynamic and dynamic nature of international relations has made the concept of security a variable and it is difficult for intellectuals and authors to control and define its features precisely.
