Evaluation Of General Policies: A Concept Reading

Abstract

This study seeks to advance theoretically and conceptually the evaluation of general policies as the key steps since public policy operations continue after implementation and analysis processes are complete. Therefore, despite their many specialisations, the majority of researchers and experts in this field view this idea as ambiguous. At this point, the study highlights the paradox between the cognitive side of evaluating general policies and the practical issues that governments must deal with in order to implement them. To do this, it first takes a broad view of what general policy evaluation is defined as and the issues that governments must deal with in order to implement them. تهدف هذه الدراسة إلى تأصيل مفاهيمي ونظري لتقييم السياسات العامة كأهم المراحل ، حيث لا تتوقف عمليات السياسات العامة عند انتهاء عمليتي التنفيذ والتحليل بل هناك مرحلة لا تقل أهمية عن المرحلتين السابقتين وتتمثل في عملية التقييم. لذا يَعْتَبِرُ جل الباحثين والمختصين في هذا المجال وبالرغم من اختلاف تخصصاتهم أنّ هذا المفهوم غير واضح الحدود. وعند هذه النقطة تسلط الدراسة الضوء على المفارقة بين تقييم السياسات العامة من الجانب المعرفي من جهة وتحديات الواقع بالتطرق مسبقًا إلى نظرة عامة حول تعريف تقييم السياسات العامة والتحديات التي تواجهها الحكومات من أجل تحقيقه على أرض الواقع.
