الملخص
يعتبر موضوع المحا فضة على البيئة في نسقه التنموي من أهم المواضيع التي تلقى اهتمام الباحثين في بعده الاقتصادي و الاجتماعي والبيئي ، فهو مؤشر ايجابي للكشف عن نمو الساكنة المحلية وترقية مستواها المعيشي ، هذا من جهة، ومن جهة أخرى، يمثل فضاء لنشر الثقافة البيئية المواطنة البيئية لدى المواطنين. ضمان مرافقة وخلق نوع من الشراكة والتفاعل والتكامل الوظيفي بين قطاع وزارة البيئة والطاقات المتجددة ممثلة في مؤسسات المقاولات الخضراء والهيئات المحلية لضمان التسيير الأمثل للنفايات والذي يعتبر من أهم تحديات التي تواجه هذا القطاع. ثم إن، الهيئات المحلية فضاء يتجلى فيه تحقيق التفاعل والتعاون الايجابي بين مجهودات الدولة وهيئاتها اللامركزية بمعية الهيئات المتخصصة كالمقاولات الخضراء . وعليه، فالرهان على هذه الأخيرة قائم، تحقيق التنمية المحلية المستدامة. Abstract: The issue of preserving the environment in its developmental format is considered one of the most important topics that receive the attention of researchers in its economic, social and environmental dimensions. It is a positive indicator for revealing the growth of the local population and improving its standard of living environment for citizens. It also embodies one of the basics of the state’s general policy programs and its decentralized bodies, Then, the local bodies are the ones that propose projects and that their regions are the recipients of them and the beneficiaries of the quality of their services, and a space in which the achievement of positive interaction and cooperation between the efforts of the state and its decentralized bodies is evident with the specialized bodies such as green contracting. Accordingly, the bet is on the latter, to achieve one of the requirements of the green economy, which is represented in recycling waste and creating wealth, and then achieving sustainable local development.
