الرهانات الجديدة للتنمية المحلية في ظل التوجهات الجديدة للدولة الجزائرية

الملخص
الملخص: تستقرّ الكثير من الدراسات الاقتصادية والقانونية والأكاديمية عندما تتناول موضوع التنمية المحلية على أن هذه الأخيرة لها بعد زماني ومكاني مرتبط بصفة دائمة بتلبية حاجيات الساكنة المجلية في شتى المجالات في ظل الأدوار الجديدة للدولة لتحقيق أهداف برامج سياستها العامة بالعمل والتنسيق مع هيئات الجماعات الإقليمية. التنمية المحلية في الجزائر من المواضيع التي تفرض نقاشا واسعا لدى المهتمين والمتتبعين لظاهرة الجماعات المحلية ودورها التنموي ويمتد ذلك الانشغال إلى المسئولين المحلين إداريين ومنتخبين وباقي الفواعل ذات الصلة بالموضوع وعليه أصبح موضوع التنمية المحلية واليات تجسيدها رهان معلق على الهيئات المحلية كشريك للدولة في رسم وتنفيذ مختلف البرامج التنموية المحلية. Abstract: Many economic, legal and academic studies, when dealing with the subject of local development, agree that the latter has a temporal and spatial dimension that is permanently linked to meeting the needs of the population in various fields in light of the new roles of the state to achieve the goals of its general policy programs by working and coordinating with the bodies of the regional groups. Local development in Algeria is one of the topics that imposes wide discussion among those interested in and following the phenomenon of local communities and their developmental role. This concern extends to local administrative and elected officials and other actors related to the topic. Accordingly, the issue of local development and the mechanisms for its implementation have become a bet on local bodies as a partner of the state in drawing up and implementing various local development programmes.
