وقف حقوق المؤلف كآلية داعمة للبحث العلمي و التنمية المستدامة The Waqf Of Intellectual Property Rights As A Support Mechanism For Scientific Research And Sustainable Development

Abstract
ان ترسيخ وتفعيل التنمية المستدامة لن يتأتى الا من خلال تجسيد البحوث العلمية الرصينة، وكفل حرية ممارستها، فالواقع يبين عن اثرها الجلي والطيب في دفع حركة التنمية وتبوء الامم مراتب العلى، الا ان ذلك يصطدم دائما بالحقوق الواردة عليها والمكفولة بالتشريعات الوطنية والدولية ذات الصلة، المتمثلة في حقوق المؤلف، والتي تضمن لصاحبها استئثاره بحقوق مانعة في وجه الكافة، وتحيط استغلالها بإجراءات معقدة، مما يفوت غالبا الفرصة على المجتمع والافراد، استغلال نتاج تجسيدها على ارض الواقع، او اعتمادها كمنطلق لسبر اغوار مجالها البحثي. لذا وبهدف تجاوز تلك العقبات يبرز الدور الفعال الذي يمكن لوقف حقوق المؤلف، ان يضطلع به في تجسيد النتائج البحثية والعلمية المُتوصل اليها، وما ينجر عن تفعيل ذلك من دفع للتنمية، تعود بالنفع على الفرد والمجتمع، وتذليل للعقبات امام الباحثين والدراسين، وهو ما ستسعى الورقة البحثية لتبيانه. Abstract: The consolidation and activation of sustainable development will come only through the embodiment of valuable scientific research, and the guarantee of freedom of its practice. The reality shows its clear and good effect in advancing the development movement and the rise of nations to high ranks. However, this always collides with the rights contained therein and guaranteed by the relevant national and international legislation, represented in In author’s rights, which guarantees the owner’s exclusive rights in the face of all, and surrounds their exploitation with complex procedures, which often misses the opportunity for society and individuals, to exploit the product of its embodiment on the ground, or to adopt it as a starting point to probe the depths of its research field. Therefore, with the aim of overcoming these obstacles, the effective role that the author's rights endowment can play in embodying the research and scientific results reached, and what results from activating that in terms of development, benefit the individual and society, and overcome the obstacles in front of researchers and scholars, which is what the paper will seek. research to show it.
