الملخص
ملخص: يشكل المواطن الحلقة الأساسية في أي عملية تنموية، حيث هو المستهدف من خلال الخدمات التي تقدمها الدولة والتي تعمل على تحقيق رضاه بشكل مستمر، بما يضمن تحقيق التنمية المستدامة، ومع ظهور الديمقراطية التشاركية أصبح المواطن لا تنته وظيفته في مجرد الانتخاب بل أصبح أكثر انخرطا من ذي قبل في عملية التنمية بشكل يجعله حاضرا فيها في مختلف مراحلها من التخطيط إلى التنفيذ والمتابعة، على مستوى الجماعات الإقليمية، ليصبح بذلك المواطن ليس فقط هدف التنمية بل هو الأداة وهو الشريك الذي ينبغي أن تعول عليه الجماعات الإقليمية في التسيير المحلي. سيكون هذا موضوع ورقة بحثنا والتي ستركز على دور المواطن كشريك في التسيير المحلي وفي التنمية المحلية من خلال الديمقراطية التشاركية Abstract: Citizens constitute the main link in any development process, where they are targeted through the services provided by the State that work to achieve their satisfaction on an ongoing basis. Ensuring sustainable development. With the emergence of participatory democracy, citizens do not end their job of merely electing but are more involved than ever before in the development process in such a way that they are present at various stages of planning, implementation and follow-up at the level of regional communities, thus making citizens not only the goal of development but also the instrument and partner on which regional communities should count in local governance. This will be the subject of our paper, which will focus on citizens' role as partners in local governance and development through participatory democracy.
