الملخص
أصبح الحفاظ على البيئة ومواجهة كل أشكال التلوث الذي يصيبها من أولويات المخطط للمشرع الوطني والمشرع الدولي ؛ وهذا من خلال المنظومة التشريعية والبشرية والمادية التي تخصصها كل دولة , إذ أن المساس بالبيئة ونتيجة للاستغلال الغير رشيد للموارد من قبل الدول أفرز كثير من المشاكل البيئية , وهذا ما أفرز بالضرورة حدوث اختلال في التوازن البيئي للبيئة . Preserving the environment and confronting all forms of pollution that afflicts it has become a priority of the plan for the national and international legislators; And this is through the legislative, human and material system allocated by each country, as the prejudice to the environment and as a result of the irrational exploitation of resources by countries has resulted in many environmental problems, and this is what has necessarily resulted in an imbalance in the environmental balance of the environment.
