الهجرة غير الشرعية في إطار العلاقات الأورو-مغاربية

الملخص
إن الأحداث المختلفة التي يشهدها المجال المتوسطي ترجع بالدرجة الأولى إلى القرب الجغرافي إضافة للعوامل التاريخية التي تراوحت بين التعاون والتعايش من جهة وبين التنافس والصراع من جهة أخرى، حيث ساهمت الهجرة عموما منذ بدايتها سواء من الشمال نحو الجنوب أو من الجنوب نحو الشمال في زيادة التبادل الثقافي والتنوع الحضاري والتعايش، بينما في فترات أخرى شكلت نقطة خلاف بين دول شمال وجنوب المتوسط، وهنا تجذر الإشارة إلى مساهمة الفترة الاستعمارية في تشجيع الهجرة بأعداد معتبرة من الدول المغاربية لمقتضيات أمنية واقتصادية بالدرجة الأولى، أعقبتها فترات أخرى شهدت اتفاقيات بين دول ضفتي المتوسط تراوحت بين تشجيع الهجرة، وبين تقييدها وتقنينها خاصة مع تفاقم ظاهرة الهجرة غير الشرعية، أبرزها الشراكة الأورو-متوسطية أو ما يعرف بمسار برشلونة وسياسة الجوار الأوربية والاتحاد من أجل المتوسط. Abstract: The various events that occur in the Mediterranean area are mainly due to geographical proximity, in addition to the historical factors that ranged from cooperation and coexistence on the one hand, to competition and conflict on the other hand, where migration has generally contributed from its emergence, both north to south and south to north, in increasing cultural exchange and coexistence, while in other periods has caused a difference of vision between north and south countries of the Mediterranean, The colonial period contributed to the increase in immigration from the Maghreb countries Primarily for security and economic reasons, Followed by other periods witnessed agreements between the countries of the two sides of the Mediterranean, ranged from encouraging to restricting, and legalization immigration, especially with the growing phenomenon of irregular immigration, most notably the Euro-Mediterranean partnership or the so-called Barcelona process, the European Neighborhood Policy and the Union for the Mediterranean..
