الملخص
ملخص: تعد أنظمة المزايا التحفيزية المقياس الذي تعول عليه الدولة في جدب المستثمرين الوطنيين و الأجانب إلى جانب ذلك تتجه نحو تزويد قوانين الاستثمار بآليات متعددة تساهم بشكل كبير في تفعيل أكثر لهذه المزايا و تضمن بها بيئة استثمارية ممتازة لذا نجد الدولة دائما في صراع من أجل تحقيق تنويع الاقتصاد ضمن رؤية شاملة و مستقرة. نحاول من خلال هذا البحث مناقشة أهم المستجدات التي جاء بها قانون الاستثمار 22-18 القائمة على إعادة هيكلة أنظمة المزايا التحفيزية ضمن مجموعة من الآليات الشاملة لانجاز المشاريع الاستثمارية في إطار تدعيم المبادرة الحرة و ضمان الشفافية مع تعميم الرقمنة و الإهتمام بالتكنولوجيا الحديثة و الملكية الفكرية و غيرها من الأليات التي تسعى من خلالها الدولة إلى تحقيق تنمية استثمارية شاملة و مستمرة تتجاوز فيها المعوقات و الاختلالات السابقة. Abstract: Motivational benefits systems are the measure that the state relies on in attracting the national and the foreign investors. Besides tending to provide the investment laws with multiple mechanisms that contribute significantly to more activation of these benefits and by which it guarantees an excellent investment environment. Therefore, the state is always struggling in order to achieve diversification of the economy within a comprehensive and stable vision. Through this research, we are trying to discuss the most important updates brought by the Investment Law 18-22 based on restructuring motivational benefits systems within a set of comprehensive mechanisms for the completion of investment projects within the framework of strengthening free initiative and ensuring transparency with the generalization of digitization and interest in modern technology and intellectual property and other mechanisms through which the state seeks to achieve comprehensive and continuous investment development in which it overcomes previous obstacles and imbalances.
