واقع التحول الرقمي في البلدية - المظاهر والمعوقات -

الملخص
تعتبر عملية رقمنة البلدية ضرورة حتمية لتحسين الخدمة العمومية والارتقاء بها إلى المستوى المنشود الذي يرضي المواطن، وذلك بالانتقال من إدارة تقليدية ورقية تسودها البيروقراطية والفساد، إلى إدارة الكترونية تقدم خدمات ذات جودة ونوعية في أسرع وقت ممكن وبجهد أقل، وذلك بالاعتماد على آخر ما وصل إليه العالم في مجال تكنولوجيا الإعلام والاتصال، ولقت عملت الدولة الجزائرية على رقمنة العديد من القطاعات منها البلدية، ولكن رغم المساعي المبذولة التي أثمرت عن نتائج مشجعة، إلا أنها تبقى غير كافية للتحول نحو إدارة الكترونية بسبب المشاكل التي تحيط بعملية رقمنة البلدية. The process of digitizing the municipality is an inevitable necessity to improve public service and raise it to the desired level that satisfies the citizen, by moving from a traditional, paper-based administration dominated by bureaucracy and corruption to an electronic administration that provides quality services as quickly as possible and with less effort, by relying on the latest developments in the world. In the field of information and communication technology, the Algerian state has worked on digitizing many sectors, including the municipality, but despite the efforts made that have yielded encouraging results, they remain insufficient to shift towards electronic management due to the problems surrounding the digitization process of the municipality.
