الملخص
تشكل المواضيع ذات الصلة المباشرة بالمجتمع المحلي أهمية قصوى، وهو حال موضوع الدراسة المتعلق بالمجتمع المدني باعتباره شريكا مهما في عمليات التنمية المحلية، لما له من قنوات اتصال متفتحة على مختلف شرائح المجتمع وتحديدا المجتمع المحلي، غير أن مدى فعالية دوره ونشاطه يختلف من مجتمع إلى آخر. والجزائر كغيرها من المجتمعات تتميز بخصوصياتها التي أفرزت مجتمعا مدنيا لا يؤدي دوره بفعالية، ولهذا تم طرح الإشكالية الآتية: إلى أي مدى ساهمت مجموع العوامل الثقافية والاجتماعية في رسم خصوصية المجتمع المدني الجزائري؟ وكيف أثرت على فعالية نشاطاته المتعلقة بالتنمية المحلية؟ Topics related directly to the local community have significant importance. like the subject of the study on civil society as an important partner in local development processes, because of its communication open channels to various segments of society, specifically the local community. However, the effectiveness of its role and activity varies from community to community. Algeria, like other societies, is characterized by its specificities, which have resulted in a civil society that does not play its role effectively. Therefore, the following problem has been raised: To what extent have the totality of cultural and social factors contributed to charting the effectiveness of its local development activities? And how did they affect the effectiveness of his activities related to local development?
