الملخص

الملخص : لاتزال الدراسات المتعلقة باللامركزية غير واضحة بشأن تقديم نظرية شاملة لتحديد اختصاصات الجماعات المحلية. تسعى هذه الدراسة إلى سد هذه الفجوة وتفترض إعادة رسم المشهد العام للامركزية بأشكالها المختلفة، مع دراسة العوامل الهيكلية والسياقية التي تؤثر على أدائها وتحكم قواعد اللعبة. النتائج التي تم التوصل إليها تبرز صعوبة التحديد الدقيق للإطار المفاهيمي، بالنظر إلى ما يتطلبه من تصنيفات معيارية دقيقة ومختلفة لتجاوز المعالجة السطحية السائدة. الاستنتاجات التي تم التوصل إليها ليست معيارية بقدر ما هي مقصودة كحافز للمناقشات المعيارية بشأن مستقبل الدراسات حول اللامركزية. Studies on decentralization remain unclear on providing a comprehensive theory for determining the competencies of local authorities. This study attempts to fill this gap and assumes a redrawing of the general landscape of decentralization in its various forms, examining structural and contextual factors affecting its performance and governing the rules of the game. The findings highlight the difficulty of defining precisely the conceptual framework, given the precise and different normative classifications it requires to avoid prevailing superficial treatment. The conclusions reached are not so much normative as they are intended as a stimulus for normative discussions on the future of studies on decentralization
