الآليات المستحدثة لتطوير أداء الجماعات المحلية

الملخص
يُعد تحسين أداء القطاع الحكومي أو العام تحديًا كبيرًا للبلدان خاصة النامية. وفي هذا المقال سنأخذ مثال الجماعات الإقليمية كخيار مُبتكر في عملية اصلاح نظامها لتحقيق الأهداف التي أنشئت من أجلها مسايرة للمستجدات الحاصلة بُغية تطوير أدائها. وهناك جملة من الآليات التي يمكن أن تُحقق هذا المبتغى، ارتأينا أن نعالج بعضها في هذا المقال، حيث تظهر في: تكريس الإدارة الالكترونية، التكامل مع السلطة الوصية، دعم التجديد والابتكار لدى المسؤول المحلي، الاستقلالية المالية، التحول إلى القطاع الخاص وحوكمة الجماعات المحلية. Improving the performance of the public sector is a major challenge for countries, especially developing countries. In this article, we will take the example of territorial Collectivities as an innovative option in the process of reforming their system to achieve the objectives for which they were instituted, by following developments in order to develop their performance. There are a number of mechanisms to achieve this objective, we have preferred to address some of them in this article, as they appear in: the consecration of electronic administration, integration with the supervisory authority, support renewal and innovation for the local elected representative, financial autonomy, the transition to the private sector and local governance.
