عولمة حقوق الإنسان في ظل ثورة تكنولوجيا الإعلام والاتصال الحديثة

الملخص
الملخص: تسعى هذه الدراسة إلى الكشف عن أثر ثورة تكنولوجيا الإعلام والاتصال الحديثة على مسألة حقوق الإنسان من خلال محاولة تتبع أصل نشأة فكرة حقوق الإنسان ومراحل تطور تكنولوجيا الإعلام والاتصال الحديثة، لتصل إلى محاولة استكشاف انعكاسات هذه الأخيرة على حقوق الإنسان والقضايا ذات الصلة بها، ثم السعي، في الأخير، إلى فحص آثار هذه الثورة على مسألة حقوق الإنسان سلبا وإيجابا. لقد توصلت هذه الدراسة إلى أن عولمة حقوق الإنسان لا تعني عالميتها، ذلك أن الأولى تتضمن الرؤية الاختزالية للمنظومة الليبرالية الغربية عكس العالمية، كما توصلنا إلى أن ثورة تكنولوجيا الإعلام والاتصال الحديثة أسهمت بشكل كبير في تعميق طابع العولمة الذي تسعى المنظومة الليبرالية الغربية لتكريسه على الحقوق الأساسية للإنسان، رغم أنها ساهمت في تعزيز الوعي بها وكشفت الانتهاكات التي تتعرض لها في الكثير من مناطق العالم. Abstract: This study aimes to reveal the impact of the modern information and communication technology revolution on the issue of human rights through an attempt to follow the origin of the emergence of the idea of human rights and the stages of development of modern information and communication technology to reach an attempt to explore its repercussions on human rights and related issues, and finally to examine the effects of this revolution on the issue of human rights, both negatively and positively. This study concluded that the globalization of human rights does not mean its universality, because the first includes a reductionist vision of the Western liberal system, We also concluded that the modern information and communication technology revolution contributed greatly to deepening the character of globalization that the Western liberal system seeks to devote to the basic rights of man, though it contributed to strengthening awareness of these rights and revealed its violations in many regions of the world.
