الملخص
إستحدث المؤسس الدستوري الجزائري في التعديل الدستوري لسنة 2020 هيئة إستشارية، أطلق عليها إسم المرصد الوطني للمجتمع المدني، كهيئة إستشارية لدى رئيس الجمهورية، وإطار للحوار، التشاور، والإقتراح، التحليل، والإستشراف في كل المسائل المتعلقة بقضايا المجتمع المدني، هي هيئة تتمتع بالشخصية المعنوية والإستقلال المالي، وعلى إثر ذلك فإن المرصد له عدة مهام حددها القانون لترقية وتفعيل أداء مؤسسات المجتمع المدني في الجزائر، بإعتبارها مجموعة من المؤسسات الطوعية تقوم بأدوار سياسية، إجتماعية، وأخرى إقتصادية بهدف تحقيق تنمية شاملة في جميع المجالات، وكون أن هذه الأخيرة يعتريها عيب ضعف الأداء، وذلك يعود لعدة أسباب، والتي تتجسد أساسا في ثقافة المجتمع المدني لدى المجتمع الجزائري، فإنشاء المرصد جاء ليصوب هذا النقص الذي تواجهه مؤسسات المجتمع المدني، ويقوم، ويرشد أدائها للأفضل. In the constitutional amendment of 2020, the Algerian constitutional founder created a consultative body, It is called the National Observatory of Civil Society, as an advisory body to the President of the Republic, and as a framework for dialogue, consultation, suggestion, analysis and prospective on all issues related to the stakes of civil society, It is an organization with legal personality and financial independence, and therefore, the observatory has several missions set by law to promote and activate the performance of civil society institutions in Algeria, as it is a group of voluntary institutions which play a political, social and economic role in order to achieve a comprehensive development in all areas, given the latter suffers from the defect of poor performance, due to several reasons, which are embodied mainly in the culture of civil society in the Algerian society, the establishment of the observatory was set to correct this deficiency facing the institutions of the civil society, besides improving its performance.
