حركة حماس: من الميثاق إلى وثيقة السياسات العامة "دراسة مقارنة"

الملخص
ملخص : أصدرت حركة حماس ميثاقها في سنة 1988، الذي أصبح الناظم لعملها السياسي والتنظيمي والكفاحي، وحدد علاقاتها الداخلية والخارجية. ومن ثم أصدرت حماس بعد توقيع اتفاق أوسلو سنة 1993 وثيقتها السياسية "التعريفية" التي حددت طبيعة عملها السياسي. وفي عام 2006 شاركت الحركة في الانتخابات التشريعية وشكلت الحكومة العاشرة منفردة على الرغم من رفضها المشاركة في الانتخابات التشريعية سنة 1996. ومن ثم قامت في الانقلاب العسكري وسيطرت على القطاع سنة 2007، مما وضعها أمام خيارين إما استمرارها بالتشدد الأيديولوجي أوالتأقلم مع وقائع الحكم، ولكنها فضلت تطويع أيديولوجيتها لتفتح نافذة للولوج للعالم الخارجي متخلية بشكل كلي عن الميثاق وعن ارتباطها الوثيق بحركة الإخوان المسلمين، وذلك من خلال إصدارها لوثيقة السياسات العامة سنة 2017. Abstract: Hamas issued its charter in 1988, which became the organizer of its political, organizational and struggle work, and defined its internal and external relations. Then, after signing the Oslo Accords in 1993, Hamas issued its political document that defined the nature of its political work. In 2006, the movement participated in the legislative elections and formed the tenth government alone, despite its refusal to participate in the 1996 legislative elections. Then Hamas carried out the military coup and took control of the Gaza Strip in 2007, which left it with two options, either continuing with ideological militancy or adapting with governance obligations. However, Hamas preferred to adapt its ideology to open a window into the outside world, completely abandoning the charter and its close association with the Muslim Brotherhood movement, And that is through the issuance of the Public Policy Document in 2017.
