تحويل النزاع كمقاربة لحل النزاعات الدولية – مقاربة مفاهيمية -

الملخص
كما هو معلوم فقد شهد العالم خلال السنوات الأخيرة من القرن الماضي تغيرات وتطورات، مست كل المجالات بما في ذلك حقل العلاقات الدولية، الذي أصبح مسرحا للعديد من التفاعلات بين كل الفواعل، ما جعله ذلك يتميز بالعديد من الظواهر أهمها تفشي ظاهرة النزاعات الداخلية والدولية، ما دفع المجتمع الدولي وكل الفاعلين فيه إلى البحث عن آليات وطرق جديدة لحلها بالطريقة التي تضمن عدم تجددها مرة أخرى. ونظرا لتعقد هذه الظاهرة (النزاعات) وانتشارها، تعددت الآليات لحلها، خاصة بعد فشل الآليات التقليدية في التوصل لحل يرضي كل أطراف النزاع. ولذلك سنحاول من خلال هذه الورقة البحثية التطرق إلى أحد أهم الآليات التي تم الاعتماد عليها لحل النزاع. ألا وهي آلية تحويل النزاع، التي تعتبر من أنجع الآليات كونها تهدف إلى تحويل العلاقات بين الأطراف المتنازعة من علاقات عدائية إلى علاقات ودية تعاونية. وعليه نطرح التساؤل التالي: كيف تسـاهم عملية تحــويل النزاع في حل النزاعات الدولية بالشكل الذي يحقق الأمـن والسلام الدائــم والايجابي؟ Résumé Au cours des dernières années du siècle dernier, le monde a connu des changements qui ont touché tous les domaines, y compris le domaine des relations internationales, qui est devenu le théâtre de nombreuses interactions entre tous les acteurs, ce qui l'a rendu caractérisé par de nombreux phénomènes, dont le plus important est la propagation du phénomène des conflits internes. Nous allons essayer, à travers ce document de recherche, d'aborder l'un des mécanismes les plus importants sur lequel on a compté pour résoudre le conflit. Il s'agit du mécanisme de transformation du conflit, qui est considéré comme l'un des plus efficaces car il vise à convertir les relations entre les parties en conflit, de relations hostiles à des relations de coopération amicale. Donc, nous posons la question : Comment le processus de transformation des conflits contribue-t-il à résoudre les conflits internationaux de manière à assurer la sécurité et une paix durable et positive ? Abstract As is well known, during the last years of the last century, the world witnessed changes, affecting all fields, including the field of international relations, which has become the scene of many interactions between all the actors, which made it characterized by many phenomena, the most important of which is the spread of the phenomenon of internal conflicts. Therefore, we will try through this research paper to address one of the most important mechanisms that have been relied upon to resolve the conflict. It is the mechanism for transforming conflict, which is considered one of the most effective mechanisms as it aims to convert relations between the conflicting parties from hostile relations to friendly cooperative relations. Therefore, we ask the following question: How does the process of conflict transformation contribute to solving international conflicts in a manner that achieves security and lasting and positive peace?.
