نظام الجودة الشاملة كآلية لتحسين تنافسية الجامعات.

الملخص
شكل موضوع الجودة في التعليم العالي محور إهتمام الحكومات خاصة مع تزايد حدة التنافس العالمي، لذلك اتجهت معظم الدول إلى تطوير مؤسسات التعليم العالي إستجابة لجملة من التحديات أدت إلى توجيه الإستثمار في المعرفة والبحث العلمي إضافة إلى إعتماد المنافسة الإقتصادية في الأسواق العالمية على مدى قدرة المعرفة البشرية على الإنتاج. ولهذا لجأت القيادات إلى تطبيق سياسات جديدة في الجامعات قصد تمكين منظومة البحث من العمل بشكل فاعل في ضوء الأهداف العلمية لضمان جودة التعليم العالي. ومن هنا، فإن الهدف من هاته الدراسة، إستعراض المتطلبات الإستراتيجية لتطبيق الجودة الشاملة وتوضيح أهمية ومزايا تبني معايير الجودة الشاملة الدولية في مؤسسات التعليم العالي من أجل تحقيق القدرة التنافسية للجامعات. Abstract: The quality in higher education has been the focus of attention of governments, especially with the increasing intensity of global competition. Indeed, most countries have turned to the development of higher education institutions in response to a number of challenges that led to the investment in knowledge and scientific research in addition to the dependence of economic competition in global markets on the capacity of human knowledge resources to product. Therefore, the leaders resorted to applying new policies in universities in order to enable the research system to work effectively in the light of scientific objectives to ensure the quality of Higher Education. Thus, The objective of this study is to review the strategic requirements for the application of Total Quality and to clarify the importance and advantages of adopting international Total Quality in higher education institutions in order to achieve the competitiveness of universities.
