المقاطعات الإدارية في التنظيم الإداري الجزائري. The Administrative Districts In Algerian Administrative Organization.

الملخص
ملخص: تم إيجاد نظام المقاطعات الإدارية في بعض ولايات الجنوب سنة 2015 ثم وسع نطاقها إلى الولايات الكبرى والمدن الجديدة سنة 2018 وإلى الهضاب العليا سنة 2019. توصلنا من خلال هذا المقال إلى عدة نتائج أهمّها: أن المقاطعات الإدارية يسيّرها والٍ منتدب يعمل تحت سلطة الوالي، جاءت في مرحلة تشكو فيها الدولة من أزمة مالية، ولم يأت المرسومين الرئاسيين لسنتي 2018 و2019 بجديد مقارنة بالمرسوم الرئاسي رقم 15-140. رغم ذلك أثبتت التجربة في منطقة الجنوب الجزائري أن نظام المقاطعات الإدارية كان خطوة نحو إنشاء ولاية كاملة الصلاحيات. System of administrative districts was created in some of south provinces in 2015. Then, the area of its applicability was enlarged to other big provinces and to other new towns in 2018 and to the highlands in 2019. Through this article, we have reached to several conclusions; the most important one is that the administrative districts are headed by a delegate wali, who carries out his missions under the authority of the wali. It has come at a stage where the State is complaining about financial crisis, not to mention that the presidential decrees related to them in 2018, 2019 did not bring, generally, anything new compared to the previous presidential decree No. 15-140. Nevertheless, experience in the southern region proved that the administrative district system was a step towards creating a wilaye with full powers.
